On www.gnu.org, the basic idea is to have a file index.html for English and index.de.html for German.  Then it's possible for the server and browser to negotiate what language to use.

I've never looked into translation on nongnu.org, but I imagine it could work similarly.

In addition to the W3C reference Alex gave, reading on apache.org can be helpful.

Perhaps this page from the W3C can shed some light on your purpose. I very much like how the GNU project does it: example, but I don't know how it works internally. Hope this helps!

Hi, I want to make my project homepage browser local sensitive (savannah.nongnu.org/projects/dataexplorer). Since I am not an expert regarding html, javascript etcetera I need some pointers where I can look up how to do this or where it is explained how it works.
At least I am able to translate to German (de-DE) which is my native language.
