The actual guideline is: All copyrightable files must carry the
propper copyright & licensing information :)

By thumb rule (Not guideline) the copyrightable files are those
above 10 lines long.  But a file containing only a couple of long
lines may me copyrightable, non-trival images are copyrightable too.
For more information you can ask licensing@gnu.org.

The tarball is ok.  I have approved this project.  You will receive an
auto-generated email containing detailed information about the
approval.

I was observing the < 10 lines of code per file guideline but also saw a longer file that didn't have the GPL header. Now all files have it.

Description:

phpBMS is an business management system written that keeps track of clients and prospects, sales orders and invoicing, accounts receivable, as well as accounts receivable. This project is a module for phpBMS that allows business that bill by the hour to track their time and associated details and to later assemble invoices.

Though the default phpBMS project handles many areas of business management, it does not handle time tracking. This module comes from years of using a simple form to enter in hourly jobs. This can enable businesses with many employees and many clients to track their billable hours and make their operations more efficient without using proprietary software.

Main components of this module are a new custom form, an invoice generation script, mysql table definition, an administration page and necessary entries in the phpBMS database to integrate the module with the phpBMS interface.
