This is a brand new install of Fedora 17 KDE spin
I have installed gcc gcc-c++ autoconf automake
I downloaded 3.2.9 from the ftp http://ftp.gnu.org/gnu/cgicc/

I ran ./configure them ./make I get the following errors

I can work around this by "touch /doc/html/index.html" and then re-running ./make
