Or, to put this another way.

Can an option be added to extend --tape-length=N so that:
a. if a new file is being added to the archive
b. and this file is smaller than N
c. and the file would make the archive larger than N

then the tape is rotated.

Business Case:
When making large tar archives it can be necessary to split them into smaller bits.

The current recommendation is to use 'split' from coreutils.  That leaves behind files that must be re-assembled to work.  It would be helpful if 'tar' itself could have a switch that would start a new valid archive once the existing one reaches a certain size.

Technical Requirements:
The secondary archives should include any required directory components and their extended attribues (ie mydir/a/b/c/d is in part_1 and part_2 if part_1 and part_2 include a file within mydir/a/b/c/d to ensure ownership, acls, xattrs, selinux,etc are preserved if I only extract from part_2)
