Several files in the repository seems to belong to root. I will ask the admins to check the permissions in the panda repository.

Every time I try to commit, I get this:

Checking in Makefile.am;
/cvsroot/panda/panda/Makefile.am,v  <--  Makefile.am

cvs [server aborted]: could not open lock file `/cvsroot/panda/panda/,Makefile.am,': Permission denied

Happens for every file I've tried, not just Makefile.am. I've tried from a fresh checkout, still doesn't work.
