cygwin port is currently not maintained. The official windows port is mingw. Cygwin remains as a best effort for those who want to work on it and revive it, YMMV.

The test nsdata in the Testing directory of gnustep-base-1.9.1 succeeds on MinGW, but fails on Cygwin:
