Spam value is not boolean, it's an integer: logged-in users may add +1, group members +3, group admins +5; the user may choose to hide spam at different levels from 1 to 20.

On the other hand, any address can be removed from the notification list manually.

As the title says.  I consider this a very bad idea, for obvious reasons.  As soon as a comment in a bug report is tagged as spam, it should be taken out from the notifications pipeline.
