A really basic example of the issue.  Create a subdirectory along with at least one file.  In this example subdirectory ./a/ along with a file t.t.  Create the archive using:

    tar --no-recursion -uvf test.tar ./a/

Note the archive contains only the direcotry ./a/ (expected behavior). 

Execute the same command again.  Now the archive contains not only the sub-directory ./a/ but also ./a/t.t.

This worked correctly in 1.22 but broke in 1.24 and later.
