Unfortunately I don't think anything can be done to recover this file.  I hate to have to say it but that is the state of things.  Which means that for better or for worse I am going to mark the ticket closed. I wish I had better news. I welcome any further comments that you might make here.

Assaf traced through the site code and found the location where attachments are saved.  Yay!  Thanks Assaf.  :-)  However it is our fault that this took too long to address.  Now that we know where to look the file is no longer available from the FSF backup server.  Drat! :-(

How important is this file? The FSF admins tell me that it is only available on their long term tape archive, if it was captured before it was deleted, but that trying to retrieve those is very difficult. I think practically not possible due to shortage of admin resources there.

I will address improving backup with the new web frontend that is now almost ready to be put into production to replace the previous system. I am sorry that it was you that had to suffer in order to get the backup process improved however.

Sorry for the long delay in responding.  Volunteers with expertise here are in short supply.

When your ticket came through I sent out a request to the team asking if anyone knew where attachments were stored.  Unfortunately there was no responses to that query.  I pinged the group again.  Hopefully there will be some free cycles now.

I don't know where attachments are stored.  I will assign the ticket to me so that it doesn't languish but I am a poor person for knowing anything in this area.

It seems that it should be possible to recover this attachment once we knew the location it is actually stored in the Savane system running Savannah.  I will try to find them and then get back to this.

I'm trying to re-create it and to find someone who has it stored somewhere as it should be quite a short source code.
Is there a way to restore it?
