OK, so while there's no mail interface, your contributor can just submit an anonymous comment, or register an account (i.e. "so that I can keep other anonymous posters out" would not be fixed anyway).

1. convenience for the users

2. anonymous comments can be made without providing a back link, i.e., there is no way to get back to the commenter and ask him for more information. mail gateway is the exact opposite: it guarantees an easy link back to the commenter.

some people do not want to get an extra account for each contribution they make.

no, I mean a general optional mail interface (i.e., so that one can reply to the mail notification and the reply is added to the bug).

No - but why is it a problem to get a Savannah account?
Plus I don't see how we could add a mail interface that would exclude other people (only include him) without Savannah knowing about him?
