The SYNOPSIS in ax_prog_doxygen.m4 mentions
DX_DOT_FEATURE(ON|OFF)
but it doesn't actually implement it.

The attached patch rectifies this oversight, and also sets the default for 'DOT' to 'OFF', to match the comments that the only documentation generated by default is HTML, PDF & PS.
