Makes sense, especially since the "more information" links I added at the bottom will point people to the relevant resources. I've uploaded a revised patch without Mercurial/Git details (`developerslite').

I'm not sure we need instructions on how to set up mercurial and git. There's plenty of online guides for the general parts, and the Octave wiki would be a better place for Octave specific instructions (there's already a mercurial page).

The basics of generating a changeset are also in the Octave manual https://www.gnu.org/software/octave/doc/interpreter/Basics-of-Generating-a-Changeset.html and really, the last thing we need with the lack of man power is repeated information which will only take longer to update.

Added information and resources to `developers.html,' aimed at making it easier for first-time contributors to know how to submit their work. I assumed that even if potential contributors know how to create an m-file, they may not have experience with Mercurial or Git, so the text now goes step-by-step through cloning and patch creation.

I also included information on adding correct copyright notices (useful for new files) and a set of links for best coding practices. Minor grammar and spelling changes were also made, and the existing headings were slightly reorganized.

Most of the new material was compiled from Octave and Octave Forge sources scattered across the web. Where helpful, I included links to those sources.
