This patch does exactly what is descibed in task #2502. The VC number is not used yet, but I've added it to the protocol.

Corresponding source code
This needs to be redesigned. Global bell events should be more like evens indicating a change to the screen matrix, ie use a union structure to name the console in question.
There is no need to keep a count of such global bell events. If there are so many that we can't keep up, we will miss a few, but then it's probably better that way.
