Project "Free Manuals" prepared

(sub)Project "Free Manuals" is prepared as the workspace for chinese-authors and chinese-translators who would like to dedicated on the production of free manuals.

I'm a colledge student of Tongji University and majoring in computer science. With profound technical reading experience and the will to make contributions to GNU, I'm ready for this project. But, How can I be a member of the project? How can I apply for it?
