This should now be fixed by commit #8063f6e. While I'm not 100% sure this is a bug, it makes sense to work the way you expected this to, so now it does.

I am using Gnash as a plugin in a rebranded Firefox. I have set shared object writing to off, but I have noticed that, even though shared objects are no longer written, directories for them are still created inside ~/.gnash/SharedObjects.
