I have mixed feelings about this.

On the one hand, I'm somewhat wary of putting features into an application which belong in the operating system. (I find it bizarre that in Windows a user cannot change the language).

On the other hand, I've been planning for some time to introduce some flexibility into the way the language can be chosen. I can envisage a scenario, for example where (say) a Russian user might be using pspp to generate a statistical report for publication in (say) a Japanese journal. So he would want the GUI to be in the Russian and the Output to be in Japanese. We can do such tricks, but it will be a load on translators and will take time to develop.

For Linux, there is no problem in Linux to change language.
But in Windows system user not always can change desktop language and program language. So in Windows sometimes you need do some trics to see software translation in wanted language.

This is just feature request, not bug.
