I haven't managed to get the required features to work yet.

Tried the Isolated Form feature, but maybe it's only turned on for Arabic.

Also tried the Contextual Alternates feature, but it also doesn't seem to function in this context.

The express purpose of the combining articulation characters is to place a mark (under) a preceeding character.

However, the range doesn't provide any other form for these articularion characters, although in music the characters are in fact "inverted", and also in text one would like to see just the "inverted" form, placed neatly above the base line.

One solution would be to use font features (lookup tables) that replace one glyph with another under certain circumstances.

'Several articulation marks have inverted forms, e.g. 1d17e, 1d17f, 1d180, 1d181, 1d182. The "inverted" forms (used above the note) are in fact considered the primary forms, and are preferred when quoting these marks in editorial text outside the context of notation.'
