I am almost sure It is not a magic string, It is a convention, because you have to pass "--add-comments=TRANSLATORS:" to xgettext in order to get them in the POT file (or only --add-comments).

I could get this bug report and patch the manual to clarify it if I am blessed by Bruno Haible, because already I have stealed him another bug report :)

Section "4.8 Letting Users Report Translation Bugs" in 0.17 seems to describe it pretty well (I didn't know about this and about --add-comments, but I understand it after reading that page).

Only two passing references are made but it is never properly explained.
