I am building a Lubuntu system on a USB flash drive and I am able to install grub on the flash drive with grub-install. I would expect that after running grub-install the grub.cfg generated with update-grub would be installed in the device and folders as generated by grub-install. This seems not to be the case though.

I don't have the same problem, maybe is a old problem. You could copy the file manually anyway.
