There are two problems here:

- TeXmacs did not correctly implement capitalization for
  the Unicode Extended Latin A and B panes.  I added
  the necessary support in revision 12375.

- I actually do have a small caps font for Linux Biolinum,
  which is supported by TeXmacs.  Unfortunately, your characters
  are missing in this font.

The small capitals should now display correctly for fonts
for which small capitals must be emulated.  However, I cannot
do much for fonts that pretend to have small capital version,
since it is natural to use the font that is given to us.

In the future, I might emulate accented characters though if they are not provided by a font.

When typesetting small capitals in a section name, TeXmacs uses ordinary letters for some characters, rather than their small capital equivalents.

I observed this only for some characters with diacritics, which have all been saved in the “.tm” file in the form of “\<#CODE\>”. This includes, for example, the Esperanto letters ĉ, ĝ, ĥ, ĵ, ŝ, and ŭ. Some other letters, which have not been saved as “\<#CODE\>”, are set correctly. This incudes, for example, the French letters é, û, ë, and œ.

This does not seem to be an issue with fonts. I attach a picture which shows small capitals set incorrectly by TeXmacs, and correctly by LibreOffice, both using the font “Linux Libertine”. However, the issue should be reproducible with any font.

This error is exported to PDF as well.
