But for showing a hidden window on top of the previous tab stack and with focus the actions with Ctrl+Number can be used instead of Ctrl+Shift+Number.

I don't feel too strongly on what the behavior for this one is.  The one thing that stands out with the current behavior is the following:

1) Have some GUI feature window visible in the GUI as part of a tab stack, not on its own.  I.e., it is on top of the tab stack.

2) Hide that window.

3) Show that window.

But at this point that window that was just hidden and re-shown is at the bottom of the tab stack.

I also think this is working correctly, i.e. showing the window should not bring it to the front.

To my understanding, the show/hide actions in the window menu should just enable or disable the available dock widget, regardless their current visibility. The other actions in the window menu activate a specific widget even if it is currently hidden.

Create some tabbed stacks in the GUI, say Command Window along with Documentation.  Hide one of the octave_dock_widgets in that stack.  Now go to the Window drop-down menu and re-show that window.  The window does not come to the front of the stack, but the back.  I would think that if the user shows the window s/he wants to see the window right away.  I think I wrote a routine recently somewhere that brings the octave_dock_widget to the front of the stack.  I'll have to remember what that is.
