The problem was, I saw nothing different with this Style Set than with the others in the font. And there was certainly nothing amiss with the entry itself.  But there is a difference with ss05: it doesn't act on any glyphs. 

That would serve as a working suspicion of a bug in FontForge, triggered by a Style Set name that doesn't act on anything.

I'll go ahead and remove this Style Set ss05 entry, since it can't break anything, and it does make the issue disappear.

The intent of this Style Set was to turn on Malayalam Reformed.  But due to a bug in font rendering software and a surprise political problem, it never went farther.  I still think it would be a cool option to have.

It allows one to pick from first or second.

Pick "second". Then the TTF names table lists "Malayalam Reformed" as its English 'Copyright' field.
AND in StyleSet Names, the English(US) styleset ss05 "Malayalam Reformed" is missing!!

It's a bug, evidently in the font build...but what triggers it?

I saw this in both Font Book on macOS and BabelMap on Windows. You should be able to reproduce this by building FreeSerif and opening the resulting OTF (not the SFD) in FontForge.

What other font viewers show this copyright string? 

In the SFD file, you'll see a styleset
   OtfFeatName: 'ss05' 1033 "Malayalam Reformed"
It seems I will be obliged to remove this anyway... but I'd rather know how that got interpreted as a license field.

I suspect it's a FontForge bug.
