Only an SVN build fails (when msgfmt or msgmerge is missing), a build and install from a released tarball in those cicumstances works fine.  So, there is no problem, as README.SVN says to have gettext installed.

On a different system, gettext wasn't installed, which resulted in a failing build because ./configure set MSGFMT=':' and MSGMERGE=':', which of course doesn't work.

When msgfmt or msgmerge is missing, ./configure should either bail out, or automatically do --disable-nls.
