This has been fixed in Cygwin since July 2014 with the release of a downstream patched rcs-5.9.2.  It is patched in the upstream sources since rcs-5.9.3.

Can this bug be closed, please?

Are you aware of the failure mechanism in RCS 5.8 for large
files as described in

Basically, when ci decides to use file descriptor IO for a
large file, it shares the file descriptor with a diff
subprocess which leaves the descriptor at end of file,
causing the check-in to truncate the file content to a
single buffer (64k on Cygwin), leading to loss of content
and an inconsistent RCS file.

Are there versions of RCS 5.8 in which this has been fixed?

Is RCS 5.9 vulnerable to the same failure mechanism?
