Since we did not get any complaints of this kind for a while, I close this bug.  If you re-experience it, then please re-open the bug, and provide a reliable way to reproduce it with recent versions.

I think the point is that simply starting TeXmacs won't work and this will frustrate 90% of the users. Is this bug still present?

You can launch texmacs with --setup. Doing so it will recreate is cache.

In TeXmacs 1.0.7.15,

If the folder
/users/USER/AppData/Roaming/TeXmacs
(created because 1.0.7.14 was installed)

is not erased before launching TeXmacs, TeXmacs crashes just after pressing the backslash key.

The solution is simply erase the folder before launching the new version of TeXmacs. Removing the folder is not easy for the regular user, since AppData is a hidden folder.
