We really shouldn't do those checks if the GSX11HandlesWindowDecorations is YES.

This definitely is a backend bug, if one at all.

A gnustep application cannot be started without windowmanager: gnustep tries to make a window visible to get some information, but no windowmanager will ever make it visible, so it looks "forever".

This is a problem when writing a session manager / login panel in gnustep...
