The requested feature exists in presentation mode, but for a standard document it would conflict with the papyrus mode. And should this "viewer mode" open the document read-only?
I think the required feature represents really a marginal use case with little added value (since TeXmacs is already a wysiwyg editor, it can't compare to viewing a TeX document in a dvi viewer as in the original report), not really worth modifying the core editor.
Moreover one can easily achieve the requested navigation functionality by implementing a custom scheme command that combines exporting to pdf and launching a viewer.
