If you didn't give the --prefix=/usr option to ./configure, nano will be installed in /usr/local/bin, and it will be looking for the main nanorc file in /usr/local/etc. If you make in that directory a symlink to /etc/nanorc, things should start to work.

I can't get /etc/nanorc to be read by nano 2.5.3 except by creating .nanorc as a symlink to it. The problem seems to have nothing to do with permissions as it even happens when running nano with sudo.
