Version: 2.02_beta2-r7 : 2 (Gentoo), but bug has been present since I switched to Grub2 a couple of years ago.

I can confirm this bug with version 2.02~beta2.
My screen resolution is 1680×1050 with an NVIDIA GPU. The input delay is around one second on each key press.
You can Google around, there are plenty of threads on various forums raising this issue: https://www.google.com/search?q=grub+2+input+delay
