Of course they don't.  I wouldn't be surprised if some do, and I also wouldn't be moved.

Actually all other fonts DO enable other ligatures with Turkish, so as a rule of thumb we can ascertain they're indeed used in Turkish.

This is as intended.  I have read that in Turkish, these ligatures are not used in normal printing.  Can you point me to information to the contrary?

As to being bad: the ff or fl are designed not to collide, even without ligatures, although the spacing is wider than it would be with ligatures--so the worst doesn't happen.  That said, if the fi is not ligated, the spacing of a ligated fl would look even stranger than a non-ligated fl, wouldn't it?

As you know the fi ligature is forbidden in Turkish, but other ligatures are not (ff, fl, etc...), yet when the locale is set to Turkish, all ligatures indiscriminately are inhibited. This is bad.
