The parsec is defined in terms of the AU, so probably GSL_CONST_MKSA_PARSEC should be updated also.

The astronomical unit (AU) has been re-defined to be a conventional unit of length equal to 149 597 870 700 m exactly.

The proposed patch fixes the corresponding constants in the GSL.
