When turning on process accounting, accton should be silent on success.

Actual results: accton reports, e.g.:

"Turning on process accounting, file set to '/var/account/pacct'.

Expect results:  no output

This violates the *nix principle of 'least surprise' - that is silence upon success, no messages to read if there's no need to.

Things like cron jobs expect this kind of behavior and mail output to sysadmins.  Most cron jobs generate no output unless the sysadmin needs to look at it, but a job that turns on (or ensures on) process accounting will generate mail every day.  We don't want to redirect the output to /dev/null in case there's something we do need to know about.

The current behavior might be appropriate for a [-v,--verbose] flag.
