Fixed in this changeset (http://hg.savannah.gnu.org/hgweb/octave/rev/9d5e468befe5). I simply removed the include statement because the file is unused even in current curl distributions.

Using curl 7.21.7-1 under Arch Linux (x86_64) and building octave from the mercurial sources, I encounter a problem: a file being included does not exist in the upstream curl distribution. See

Using configure flag --without-curl makes the build process work.
