url_parse now has a new bool argument to determine whether or not percent reencoding should occur; IRI conversion is also handled there. This stuff should be separated from the activity of parsing the URLs we were given, and moved to a "url_cleanup" function or something, perhaps taking a flag whether to use IRI, or just direct byte-conversion (for fallback, or when IRI support's not being used).

The iri structure should possibly be merged, or attached, to the url structure.
