-debug=b is too verbose, yes.

It would be best if the output were both machine and human readable. This suggests to me one line per target made, with these tab-separated fields:

  • target name
  • terse reason, e.g. "nonexistent", "outdated"
  • list of prerequisites that are newer

I'm assuming you've tried --debug=b and that's still too verbose?
