If we had a "gold standard" pdf of what the page should look like, it could be diffed by make test against the new version.

I concur that this is something we should have.  It's not a defect in an existing test, so changing Severity.

Bug #66114 landed some new gropdf image-inclusion capabilities.  That ticket later explored how to develop tests for this new code (starting with comment 10), but discussion petered out, and because the ticket is now closed, has low visibility.  This new ticket is to make sure this isn't overlooked.
