If I understand the idea, the user should not be allowed to modify (by default) certain open documents like the manual, or the standard style files. This makes sense to me, to avoid the risk of overwriting the documentation with garbage. There should be an option to disable the protection if needed, but this would require an explicit accord of the user. I guess such a protection would hold for all the files in $TEXMACS_PATH, for example.
