I've found a windows laptop that exhibits this behavior - it runs Windows Vista and has a modifier key labelled fn
Using fn+F5 it brightens the screen AND emits a keypress which is assigned the name 0xffffff
And this key press can be assigned to the "no operation" command, but as it is useless I'll modify Denemo to ignore the keypress.

On an Asus Windows 10 laptop I see that the function keys F10 and F11 are inscribed with volume up and down icons, but when Denemo is running no keypresses are sent to Denemo when they are pressed. What you are describing seems like a bug - assuming pressing the keys is changing the volume then the keypress should then be swallowed by the operating system, not passed on to the program that has the focus. To make matters worse, it would seem from the keycode reported 0xFFFFFF that it is only part of a multi-key sequence that is being passed on, the rest are not arriving.
It may well be possible to use either a built in keymapping feature on your system to correct this, or an externally obtained program.

Finally, it is worth trying this: hover the mouse over a menu item as if you wanted to set a shortcut and then press the key. If it assigns something to the keystroke then it will be worth setting the keystroke to the "Do Nothing" command.
The "Do Nothing" command can be got into the "More" menu by right clicking on one of the commands there and selecting "NoOp.scm". You can then set any keypress that you may want to throw away to be a shortcut to it.

in Windows 10, when I press the volume control buttons on my computer keyboard an alert window pops up saying "Key Press Oxffffff is not a shortcut" which I then have to close. Not a big deal, but a bit annoying.
