It was a bug in the stable version that Ctrl-C still worked although the global shortcuts are disabled-. I am closing this report as duplicate.

My setting for "disable global shortcuts ..." is TRUE. But this results in Ctrl+V working fine in Octave 6.2.0, and in Ctrl+V not working in current dev Octave.

Changing this "disable global shortcuts..." setting to FALSE, makes Ctrl+V and Ctrl+C work fine also in dev Octave. And both shortcuts also still work in Octave 6.2.0. So I will now change my setting (I have never touched this setting before...) and happily consider this bug report as either "works for me", "solved" or "duplicate".

Sorry, I was not aware of bug #60079 before. This might well be a duplicate, but I did not check this in detail because bug #60079 has so many comments...

What is your setting for "Disable global shortcuts when Command window has focus" on the "Shortcuts" tab of the preferences?

See also bug #60079.

I have observed that in current dev Octave (default branch, hg id 65979d33f147) the usual key shortcuts for copy and paste do not work any more. Ctrl+C does not seem to copy the marked text from inside the command window, nor das Ctrl+V seem to copy the text copied before somewhere else into the Octave command window. (Pressing Ctrl+V twice puts the text string "^V" into the command window, but that's useless.)

I observed this under Ubuntu linux. I would consider this a regression, because under Octave 6.2.0 (also self compiled) this both works fine on the same PC.
