We distribute two C programs, cuthead.c and checkquot.c, that get compiled but are never invoked (including by WebSTUMP). The programs aren't even referenced in the documentation (except that there's an acknowledgement to the original author of checkquot.c).

I've deleted those files.
I'd guess that checkquot was used in the moderation workflow for soc.culture.russian.moderated, as the file etc.dist/messages/crosspost makes reference to posts being rejected for excessive quoting. Not sure what used cuthead. If neither of them are mentioned in the documentation or invoked in the code, though, removing them is probably the right thing.
