CSSC doesn't set the value of PATH.

So whether or not the CSSC utilities are on $PATH is a question of how "configure" was invoked and what your system's value of $PATH is.

This should be fixed because the make utility will try to rely on them being in PATH for things like $(GET). It doesn't make sense to install something and then for it not to work out of the box until you patch it yourself.
