Since commit eabddf8f5f, the mail utility does not modify the file name when building the Content-Disposition header in MIME messages. When an absolute file name is given with the -A option, the absolute name is saved in the message part header without changes.  Earlier versions used to strip directory components off the file name prior to building the header.
