This issues of printing non-ascii characters has been partly fixed in Octave 5.1 (the most recent version), see bug #52764. As you noticed, in Octave 4.2, only does the SVG output support non-ascii characters so the workaround is to use Inkscape (or another capable svg editor) to convert the SVG file to the desired output format.

The bug does not appear if saved in svg format.

I wrote a small program for plotting the graph, it works correctly and the Russian text in the graph viewing window is displayed normally, but if I export the graph from this window, selecting "File" from the menu then "Save" (using pdf and png format) then the Russian text in the saved schedule turns into incomprehensible rubbish, apparently, these are problems with the encoding. UTF-8 encoding is selected in the program settings.
