Well, I would like to close the ticket but it appears that I cannot. My observation turned out to be wrong. CUA is the mode in Emacs that gives you all those familiar shortcuts that I expected.

I have difficulties understanding your last comment. can you explain again what is about?

appears like an IO error (idiot operator). Just realized that it is really strict emacs mode, and not the CUA ctrl keys to which I got used, and that the default look and feel is naked in terms of accelerators.

Correction: It is only the Default and the Emacs look and feel under which the Ctrl key is not being recognized.

None of the keyboard shortcuts involving the Ctrl key work on version 1.99.9 under Ubuntu 18..04.

I do not know if that is relevant, but the balloon help texts display std instead of Ctrl, e.g. 'std Z' for the undo toolbar button.

I would like to learn a bit about the internals of texmacs. Is this functionality in Scheme or C++ code?

It appears that there were problems with xmodmap in this context, so here goes my xmodmap output:

===
xmodmap:  up to 4 keys per modifier, (keycodes in parentheses):

shift       Shift_L (0x32),  Shift_R (0x3e)
lock
control     Control_L (0x25),  Multi_key (0x42),  Control_R (0x69)
mod1        Alt_L (0x40),  Meta_L (0xcd)
mod2        Num_Lock (0x4d)
mod3
mod4        Super_L (0x85),  Super_R (0x86),  Super_L (0xce),  Hyper_L (0xcf)
mod5        ISO_Level3_Shift (0x5c),  Mode_switch (0xcb)
