FWIW the standard actually says the common presentation is as a ligature or side-by-side. Placing them horizontally unligated would not, I think, be impractical, and not much more work than stacking them. Of course, it’s not necessary to do so.

Combinations of superscript letters
U+2DEO etc. and U+A674 etc.
occur often in manuscript, as a means of abbreviation. They must not crash.

They were most commonly represented as a horizontal ligature (one example is coded, U+2DF5), but sometimes they were stacked.

See Standard, Figure 7-6. Combination of Titlo Letters.

To make ligatures for all possible combinations is impractical; to make combinations of all combinations that were really used would be an impractical research effort. So just make them stack legibly.
