To reproduce, configure nano with --enable-tiny and compile.  Then run: src/nano NEWS.  And type: ^W hoops Ctrl+Left.  See how instead of doing nothing (or jumping to the start of the string), nano exits from the search prompt and returns to editing.

Expected behavior: Ctrl+Left and Ctrl+Right at any prompt should do nothing.  They should do the same as Ctrl+Up and Ctrl+Down -- that is: just sound the bell.

Bug exists since nano-2.7.1, when word jumping was added to the tiny version (for in the edit window).
