Made changes for Serif regular and bold an Mono regular.
Sans isn't really there yet.

U+1CDF VEDIC TONE THREE DOTS BELOW can appear twice on the same cluster, but in FreeMono, FreeSans, FreeSans Bold, FreeSerif, and FreeSerif Bold, it has no anchor for mark-to-mark positioning, so it overlaps itself. Example: http://www.unicode.org/L2/L2007/07397-vaidika-evidence.pdf#page=46.
