When /etc/nanorc contains the setting 'set nowrap' (as Debian seems to do nowadays by default), the user can override this only by using the command-line option --fill, not with the .nanorc option 'set fill'.

Expected behavior: when 'set fill nn' follows 'set nowrap' in the rc files, wrapping should be turned back on (and the filling width set to nn); when however 'set nowrap' follows 'set fill nn', wrapping should be turned off but the filling width for explicit justifications with ^J should still be set to nn.

This issue was mentioned in comment #2 of bug #46492, but then I didn't take into account that the two settings might be in different files, and the "set nowrap" in /etc/nanorc, over which file the user might not have control.  So even if this breaks things for some users (getting hardwrap turned back on when they only meant to set the filling width for ^J), it will have to be done -- they can easily restore the previous behavior by adding a "set nowrap" after the "set fill" in their ~/.nanorc.
