Just re-did all of them, for consistency.  Also found some of the mono spaces were still missing them.  Fixed.

Let me paraphrase for posterity:

There are multiple "format characters" in the standard whose glyphs are not intended for direct display in normal text, but act as  instructions to the font renderer to do something with the surrounding text.

Most of these are given the property Default_Ignorable_Code_Point, which means that if they somehow fail to be used for their nominal purpose, the renderer should display a "fallback" glyph in their place.

But a few do not have that property.  These are the subject of the PR: U+FFF9, U+FFFA, U+FFFB.  Fonts must give them visible glyphs to display if the renderer fails to use them properly. 

The danger is that invisible characters can be used to spoof users into doing things they do not intend.

(My opinion is, this issue shouldn't be left up to the font.  But very well.  We'll follow the standard.)

The quoted phrase is absent from Standard v. 10.

Nonetheless, I fixed FreeSansBoldOblique.

This is fixed in all but FreeSansBoldOblique because that face has developed other serious problems.  To finish this, only that face needs fixing.

In all the FreeFonts, the interlinear annotation characters have zero-width empty glyphs. According to The Unicode Standard 9.0, ch. 5, p. 256, “The other notable set of exceptional format characters is the interlinear annotation characters: U+FFF9 INTERLINEAR ANNOTATION ANCHOR through U+FFFB INTERLINEAR ANNOTATION TERMINATOR. These annotation characters should have a visible glyph display for fallback rendering, because if they are simply not displayed, there is too much potential to misread the resulting displayed text.”
