FreeMono works fine on macOS; it fails on Windows 7. FreeMono Bold works everywhere.

The Windows failure occurs in Firefox (with or without Graphite) and Chrome. There is no about:config option for HarfBuzz, but I think Firefox uses HarfBuzz on all platforms now.

As to the most recent version -- the kerning issue is the only killing problem I'm aware of, and there is no kerning in FreeMono, of course.  I just wanted to make sure you are using the makefile.

Now I'm guessing it's the MacOS font renderer.  I guess they don't use harfbuzz.

Please check the FireFox configs (search for font), see if it's using harfbuzz.  Also, try the font in some other program. I haven't seen the font on MacOS for years.

One other thing: please try FreeMonoBold.

I build the fonts on OS X using the most recent version of FontForge. I forgot about the Arabic kerning warning. That is undoubtedly the issue.

But there is one more thing: you removed the arab-below anchor point from uni08AC in FreeMono, though not in FreeMono Bold. That seems unintended.

Tried it in Chrome, Opera and Konqueror.  The first two display as in Firefox (correctly).  Konqueror fails altogether to do character substitution -- which surprises me, I thought it used to.

Anyway, I doubt it's Firefox settings to blame.  I suspect it has to do with how you built the font.

Oh wow.  I never saw the "data:" URL before!  Cool!  Fun!

BUT, on my system (Linux Mint -- latest) the letters are connected.

Which OS version do you have?

The only other guess right off my head would be some "config" setting of Firefox.

You know, in FreeMonoBold, I round the end of all those letters to make sure they overlap a bit.  In the past sometimes the font renderer plays little games...

Wait.  Did you build this font yourself?  Of course you did.  How did you build it, exactly?

I took the attached screenshot of the following in Firefox:

data:text/html;charset=utf-8,<span style="font-size:700;font-family:FreeMono">تࢬ</span>

David, the two dots are now in SVN.

As to the connection... near as I can tell, this is done the same way for that letter as for all others in FreeMono.  Is this really something special for that single letter?  If so, let's see an image, and tell me what application you used to make it.

Thanks again!

In FreeMono, U+08AC ARABIC LETTER ROHINGYA YEH should have two dots below it, but it has no dots. It should connect to the previous letter, but the connecting stroke does not reach far enough to the right so there is a small gap.
